Fiscal Year 2024-2025 Budget Information
The budget serves as a strategic resource allocation plan, intricately aligned with community goals, preferences, and needs. It functions as a comprehensive policy document, financial plan, operations guide, and communication device all rolled into one. The annual budget process delineates the proposed plan of expenditures and revenues for a given fiscal year – commencing on July 1st and concluding the following June 30th – for the Town’s primary operating fund, known as the General Fund. This process necessitates the involvement of numerous stakeholders to craft a responsible budget that delivers essential services without burdening taxpayers with excessive costs.

The General Fund budget encompasses the Board of Selectmen, Board of Education, Stafford Public Library, and Debt Service. Additionally, the Water Pollution Control Facility and Service District Commission operate as distinct user-taxing districts. In essence, the town’s operating budget serves as its annual fiscal plan and roadmap, detailing the anticipated revenues and expenditures during the regular course of business throughout the fiscal year. This includes allocations for salaries, benefits, utilities, supplies, and debt payments.



The Town of Stafford Budget Referendum is Wednesday April 24, 2024, from 6am and 8 pm at the Stafford Public Library (10 Levinthal Run).
Absentee Ballots are available at the Town Clerk’s Office during regular office hours.


TOWN OF STAFFORD BOARD OF SELECTMEN
RESOLUTION TO CALL SPECIAL TOWN MEETING AND REFERENDUM VOTE

Electors and citizens qualified to vote in Town Meetings are hereby warned to meet April 24, 2024 at the Stafford Public Library, 10 Levinthal Run, Stafford, Connecticut to cast their ballots for a vote on the following question, pursuant to CGS 7-7 and the Adjourned Town Meeting of April 11, 2024:

SHALL THE TOWN OF STAFFORD APPROVE A BUDGET IN THE AMOUNT OF $47,365,444.40 AS APPROVED AND RECOMMENDED BY THE BOARD OF FINANCE FOR THE FISCAL YEAR BEGINNING JULY 1, 2024 AND ENDING JUNE 30, 2025? A "YES" and "NO" vote will be cast by paper ballot.

The polls will be open at 6:00 am and will remain open until 8:00 pm. Absentee ballots are available during regular business hours at the Office of the Town Clerk, Warren Memorial Town Hall, 1 Main Street, Stafford, Connecticut.

BE IT RESOLVED BY THE BOARD OF SELECTMEN THAT, that pursuant to Connecticut General Statutes Section 7-7 the Board of Selectmen hereby removes item number one (1) of the call of the Town Meeting properly noticed for April 11, 2024 at 6:00 P.M. in the Warren Memorial Town Hall, Veterans Meeting Room, Stafford Springs, Connecticut, for submission to the voters at a referendum to be held on April 24, 2024 between the hours of 6:00 A.M. and 8:00 P.M. in the Stafford Public Library, 10 Levinthal Run, Stafford Springs, Connecticut.  Persons qualified to vote in Town Meetings who are not electors shall also vote in the Stafford Public Library.  Absentee ballots will be available from the Town Clerk's Office.

FURTHER RESOLVED, that said Resolution shall be placed upon the voting machines or the ballot under the following heading:

QUESTION 1.  SHALL THE TOWN OF STAFFORD APPROVE A BUDGET IN THE AMOUNT OF $47,365,444.40 AS APPROVED AND RECOMMENDED BY THE BOARD OF FINANCE FOR THE FISCAL YEAR BEGINNING JULY 1, 2024 AND ENDING JUNE 30, 2025.

Voters approving said Resolution will vote "Yes" and those opposing said Resolution will vote “No”.


Board of Selectmen Meeting - Wednesday, April 3, 2024
In a meeting on April 3, 2024 (minutes), the Board of Selectmen (BOS) reviewed the proposed changes to the FY 2024-2025 budget. At a Board of Finance (BOF) Special Meeting on March 20, 2024, the BOF requested a reduction of the Board of Selectmen budget by $300,000.00. It was proposed to cut $125,000 from account 790-Capital Projects for the replacement of the Parks Department roof. Additionally, there was a proposal to reduce the Public Works budget line item 300-7200 by $175,000 and replace that with ARPA funding. Following discussion, the BOS approved the Call for a Town Meeting and the following resolution removing item one from the Town meeting Call and sending it to a referendum vote. The 2024 Budget Referendum Vote will be held on April 24, 2024, between the hours of 6:00 A.M. and 8:00 P.M. in the Stafford Public Library, 10 Levinthal Run, Stafford Springs, Connecticut.

1st Budget Public Hearing - March 20, 2024
The Board of Finance, Town of Stafford, Connecticut, will hold a Public Hearing at the Stafford Community Center, 3 Buckley Highway, Stafford, Connecticut on Wednesday March 20, 2024, at 6:30 PM, at which time itemized expenditures for the Town of Stafford for Fiscal Year 2024-2025 shall be presented. Persons shall be heard in regards to any appropriation they are desirous the Board should recommend or reject.

The municipal budget details all of the expenses and revenues that the Town of Stafford needs to provide quality services for its citizens for a full fiscal year (July 1st - June 30th).
