On July 26, 2023 the FY 2023-2024 budget was approved setting the mill rate at 36.76.

Budget Referendum Vote - July 26, 2023, from 6:00am - 8:00pm at the Stafford Public Library
Electors and citizens qualified to vote in Town Meetings are hereby warned to meet July 26, 2023, at the Stafford Public Library 10 Levinthal Run, Stafford, Connecticut to cast their ballots for a vote on the following question, pursuant to CGS 7-7 and the Adjourned Town Meeting of July 19, 2023:

SHALL THE TOWN OF STAFFORD APPROVE A BUDGET IN THE AMOUNT OF $45,443,632 AS APPROVED AND RECOMMENDED BY THE BOARD OF FINANCE FOR THE FISCAL YEAR BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024.

A "YES" and "NO" vote will be cast by paper ballot. The polls will be open at 6:00 am and remain open until 8:00 pm. Absentee Ballots are available during regular business hours at the Office of the Town Clerk, Warren Memorial Town Hall, 1 Main Street, Stafford, Connecticut.

The next referendum date for the FY 2023-2024 budget is scheduled for July 26, 2023 at the Stafford Library.

FY 2023-2024 budget status update  6-22-2023

The Annual Town Meeting was held on May 9, 2023. Prior to the meeting, the Board of Selectmen met and removed item #1 (Town & Board of Education budget) from the call of the meeting and sent a budget of $47,151,285 to the voters at a Referendum held on May 16, 2023. The budget was defeated. 

The Board of Finance met and asked for budget cuts totaling $1,253,40; with $835,600 to be cut from the Board of Education budget, and $417,800 to be cut from the Town budget. This action resulted in a 2 mill increase, bringing the mill rate to 37.78.

A second Town Meeting was held. The Board of Selectmen met prior to the meeting and removed item #1 from the Town Meeting call for a second time and sent it back to the voters on June 7, 2023. The budget was defeated.

The Board of Finance met and stated at their meeting that the residents are wanting services cut, as they are not approving a budget. The Board of Finance then made more cuts totaling $557,726, with $339,089 cut from the Board of Education budget, $209,037 cut from the Town budget, and $9,600 cut from the library budget. ECS revenues increased by $250,511, Building Department fee revenues increased by $50,000, and Pilot Payment Revenues increased by $21,763. These actions resulted in a mill rate of 36.77.

Both the Board of Education and the Board of Selectmen will need to meet and decide what else can be eliminated or reduced from their budgets.

It is required that the Tax Collector have the tax bills in the mail no later than June 30th of each year. The Board of Selectmen agreed that there would not be enough time to meet, make those required budget cuts and adhere to the statutory requirements for posting the legal notice for another Town Meeting and allow enough time for the Tax Collector to meet the deadline of June 30th.

As has been done in past fiscal years under these circumstances, and in accordance with Connecticut General Statutes 12-123, the Board of Selectmen met on June 12, 2023, and set a mill rate of 36.76, so tax bills can be mailed.

Once the Board of Selectmen meet and make the requested budget cuts, a Town Meeting and Budget Referendum will be scheduled.

WARNING OF SPECIAL TOWN MEETING
Wednesday May 31, 2023 

Electors and those persons eligible to vote in town meetings of the Town of Stafford, Connecticut, are hereby warned and notified that a Special Town Meeting will be held in the Warren Memorial Town Hall, Veterans Meeting Room, 1 Main Street, Stafford, Connecticut, on May 31, 2023 at 6:30P.M. for the following purpose:

  1. To approve the Town of Stafford budget in the amount of $45,897,885 as approved and recommended by the Board of Finance for the fiscal year beginning July 1, 2023 and ending June 30, 2024.
  2. To appropriate the funds necessary to administer the Town of Stafford FY 2023-2024 budget as approved.
  3. To elect Candace Higgins to the Stafford Public Library Board to fill an unexpired term, term to expire 11-30-2024.
  4. To do any other business proper to come before said meeting.

RESOLUTION TO CALL SPECIAL TOWN MEETING
AND REFERENDUM VOTE
BE IT RESOLVED BY THE BOARD OF SELECTMEN THAT, that pursuant to Connecticut General Statutes Section 7-7 the Board of Selectmen hereby removes item number one (1) of the call of the Town Meeting properly noticed for May 31, 2023 at 6:30 P.M. in the Warren Memorial Town Hall, Veterans Meeting Room, Stafford Springs, Connecticut, for submission to the voters at a referendum to be held on June 7, 2023 between the hours of 6:00 A.M. and 8:00 P.M. in the Stafford Public Library, 10 Levinthal Run, Stafford Springs, Connecticut.  Persons qualified to vote in Town Meetings who are not electors shall also vote in the Stafford Public Library.  Absentee ballots will be available from the Town Clerk's Office.

FURTHER RESOLVED, that said Resolution shall be placed upon the voting machines or the ballot under the following heading:

QUESTION 1. SHALL THE TOWN OF STAFFORD APPROVE A BUDGET IN THE AMOUNT OF $45,897,885 AS APPROVED AND RECOMMENDED BY THE BOARD OF FINANCE FOR THE FISCAL YEAR BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024.

Voters approving said Resolution will vote "Yes" and those opposing said Resolution will vote “No”.

The annual Town meeting on the FY 2023-2024 budget is May 9, 2023 at the Stafford Community Center. A referendum will be held on May 16, 2023 at the Stafford Public Library to vote on the proposed budget. Voting hours are 6am-8pm. Legal Notice




May 9, 2023 Town Meeting Budget Handout

The Town of Stafford Board of Finance is holding a Public Hearing at the Stafford Community Center (3 Buckley Highway) on Wednesday, April 19 at 6:30 PM, at which time itemized expenditures for the Town of Stafford Fiscal Year 2023-2024 will be presented. All members of the Board are hopeful that the Public Hearing has high numbers of residents in attendance to voice their onions, so the Board can make more informed decisions as to potential budget cuts. The Public Hearing and Special Meeting of the Board of Finance (immediately following the Public Hearing) are both accessible in person and via Zoom.
